If you've shopped for a new air conditioner or heat pump in the last couple of years, you've run into a number that didn't used to be there: SEER2. The salesperson points at it, the brochure leads with it, and somehow the bigger the number, the bigger the price tag. So what does it actually mean for the power bill you pay every month here in North Carolina?

This guide breaks SEER2 down in plain English, with the Clayton and Triangle climate in mind. No jargon for its own sake, no pressure to buy the most expensive unit on the truck. Just what the rating measures, how it translates to dollars, and where the sweet spot usually lands for a home in central NC.

What SEER2 Actually Measures

SEER stands for Seasonal Energy Efficiency Ratio. It's a measure of how much cooling a system delivers over a full season divided by how much electricity it uses to do it. Think of it like miles per gallon for your air conditioner: a higher number means you get more cooling out of every kilowatt-hour you pay for.

The "2" was added on January 1, 2023, when the U.S. Department of Energy updated how these systems are tested. The old SEER number was measured on a test bench under fairly gentle conditions. SEER2 uses tougher, more realistic testing — specifically, it cranks up the external static pressure (the resistance air meets as it pushes through your ductwork) from 0.1 to 0.5 inches of water column. That's much closer to what a real home with real ducts puts on a system.

The result: SEER2 ratings come out roughly 4.5 to 5 percent lower than the old SEER number for the same equipment. A unit that was rated 15 SEER is about 14.3 SEER2. Nothing about the machine changed — the yardstick got more honest. That matters when you're comparing an older quote or a clearance unit to a current one, because you can't put SEER and SEER2 side by side as if they're the same scale.

You may also see two cousins of SEER2 on the label:

  • EER2 measures efficiency at a single hot moment (a 95-degree day), so it tells you how the system holds up at peak demand.
  • HSPF2 measures heating efficiency for heat pumps over a season — important in NC, where a heat pump heats your home, too.

What North Carolina's Minimum Looks Like

North Carolina falls in the DOE's Southeast region, which has a stricter floor than the cooler northern states because we run our air conditioning so much longer.

For new equipment installed in NC:

  • Split-system air conditioners under 45,000 BTU must be at least 14.3 SEER2; larger units must hit 13.8 SEER2.
  • Heat pumps (any region) must meet 14.3 SEER2 and 7.5 HSPF2.

A few things worth knowing. These rules apply to what gets installed, not just sold, so a contractor can't legally put in a brand-new unit below the threshold. And the minimum is just that — a floor, not a recommendation. Plenty of homeowners do well at or near the minimum, but in our climate it's often worth looking a step or two up.

How SEER2 Shows Up on Your Power Bill

Here's the honest version, because a lot of marketing oversells this. The percentage difference between two ratings tells you roughly how much less cooling energy the higher unit uses. Move from 14.3 SEER2 to around 18 SEER2 and you're using roughly 20 percent less energy for cooling. Step up to 20+ SEER2 and the gap from the baseline can approach 40 percent.

The catch is that the savings apply only to the cooling portion of your bill, not the whole thing. Your lights, water heater, fridge, and dryer don't care what your AC's rating is. So a "40 percent more efficient" unit does not cut your total power bill by 40 percent — it trims a slice of the summer cooling cost.

Three factors decide whether a higher rating actually pays off for you:

  1. How long your cooling season runs. This is where NC homeowners have an edge. Clayton summers are long and the AC runs hard from late spring well into fall, so efficiency gains get more hours to add up than they would in a cooler state. The longer your system runs, the faster a high-efficiency unit earns its premium back.
  2. Your electric rate. The more you pay per kilowatt-hour, the more each efficiency point is worth.
  3. Your home itself. Insulation, duct condition, windows, and shade all change how much the system has to run in the first place. A high-SEER2 unit bolted onto leaky ducts won't deliver its rated savings.

Over a 15-year lifespan, the difference between a baseline unit and a well-chosen mid-to-high-efficiency unit often lands in the low thousands of dollars in cooling savings — meaningful, but not life-changing on its own. The real value usually comes from pairing efficiency with better comfort, which brings us to humidity.

The Humidity Factor (This Matters More in NC Than the Number)

Central North Carolina isn't just hot — it's humid. And here's something most SEER2 articles skip: a higher-efficiency system, especially a two-stage or variable-speed model, is usually far better at pulling moisture out of your air.

Cheaper single-stage units run flat-out and then shut off. They cool the air fast but don't run long enough to wring out much humidity, which is why a "cold but clammy" house is such a common complaint here. Variable-speed systems, which tend to carry higher SEER2 ratings, run longer and gentler. That extended runtime is exactly what removes moisture, so your home feels comfortable at a higher (cheaper) thermostat setting.
